The reality about the American system of education is that schools have distinct economic disparities. There are those schools considered for the rich and those schools seen as poor schools. The socio-economic condition of the families the students comes from determines the schools they attend to. The choices of their extracurricular activities, access to money to pay for advanced placement, yearbooks field trips and many other academic and non academic aspects. In most cases, the students of low SES provide special education classes and remedial schools while their counterparts attend schools which have college preparatory curriculum. Therefore the reality is that students in America are not provided with the same educational opportunity as it is often assumed. History of public education in the United States The public education of America is very distinct and unique compared to other countries mainly because of the roles and responsibilities played by the individual school district and the states. Efforts were made to finance these public universities and even those at the lower level to ensure that each student in America gets high quality education. However, the education system was not up to the level required by the members of public that education should be made available to all the children irrespective of their gender, race or economic standards. This was not the case in reality. Schools became highly discriminative despite them being founded by the tax paid by all the members of the public. Discrimination of these schools was on the basis of gender and race. In many schools, girls were not admitted and if admitted, they were not provided with the same courses as those done by the boys. They were only taught subjects like tailoring, cooking and secretarial courses. Discrimination in the United States public education has also been enhanced by the unfair public policies passed especially in school districts. The cause of inequality in education system According to various researches done to establish the cause of inequality in the education system, it has become evident that the socioeconomic factors play a significant role in the education of a child. Jerome Brunner, a cultural psychologist in his book the Culture of education (1996) explains that the mental growth of a child is determined by the effect of alienation, racism and poverty (p xii). He goes on to say that effective education is as a result b of the constituencies and culture which is powerful in the maintenance of the social status quo than in flexibility fostering (p, 15). The social status quo is promoted by political motivation which aims at developing a body of the underclass people who support the industry. During the whole of the 20th century, the economy of America was depended on the manufacturing labor which was in need of workers who perform repetitive and simple jobs with no any required formal education. Therefore the aim of these manufacturing companies with the support of the government was not to cultivate a workforce which was educated. The 21st century saw a shift of the manufacturing company reliance into an economy based on information. This reliance required a workforce which is highly educated or literate; employees who are critical thinkers in solving problems have technological know-how. These are the goals which found not been achieved by every student because in the first place they are not been given the opportunity to attend to schools due to the inequality in funding, lack of school environment or the preparedness of teachers. The Act has brought about heated debate on why it is not addressing the issue of racism and poverty which are the central problems that affect the education system in the United States. On the Contrary to the intentions of the Act as a way of maintaining high level of education in the United States the Act has instead fostered the racial segregation in the education system especially through its award system. It is only the schools which perform better that they are provided with funds but when critically examine these high performing schools are the schools attended by the whites students because they have been well equipped with the educational fac ilities and resources necessary for students success. Those schools which are attended by the Black students are mostly less equipped resulting to high rate of students with the least academic scores. Public policies Discrimination based on race In 1619, many Blacks arrived in the United States as slaves and by mid 19th century there were as many as 5.5 million Black people in the country. The early form of education the blacks were provided with was religious education and to make them be Christians. In many regions with slaves many missionary schools were created but in some parts mainly at the southern states were against the provision of any form of education to the black people m because they were not ready to do way with slavery use. All in all, the education provided to the blacks was of low standards until 1863 when the Emancipation Proclamation was passed by Lincoln. The backs literacy rate was pushed up to 70% by 1910 compared to 5% in the 1860s. Reaching 1950s, segregation was still a common phenomenon in America. For example in the southern states, there was a clear distinction of the black and white schools according to the Supreme Court rulings on the Plessey V. Ferguson case. Such laws were not in the North of America but still racial segregation in schools was still the common aspect and due to this unbalanced form education, the blacks were provided with inferior forms of education. The schools attended by the whites were also fully funded and had well equipped facilities and teachers were also well remunerated compared to the black schools. The passing of the Brown v. Board of Education of Topeka in 1954 by the Supreme Court was meant to ban any form of racial segregation in the countrys schools. This law marked that racial segregation was unconstitutional and it went ahead in ensuring that schools to be diverse. This was especially in the South where federal courts had made great efforts of eliminating segregation in the schools which in fact had been legalized. Despite the efforts by the courts it was still not possible to totally eliminate the practice of discrimination in schools. The urban schools became a place where the Hispanic Americans who were on the rises and the poor blacks to attend the middle class blacks and majority of the white student were move to private schools. Poverty became a common aspect to many Native Americans who had already lost their lands to the whites making them not to even attend school all together. Discrimination based on gender Social inequality in the school system also involves discrimination along gender lines. What the reality was during the time is that girls were not encouraged to study but this was fought by the work of Mary Lyon, Jane Addams, Emma Willard , Mary McLeod . They came up with colleges of higher learning for women which enabled young girls to learn the courses also learned by boys which had been deemed as courses only for the boys. The first college for girls was the Oberlin College which was founded in 1833. Others which followed were Vassar College in 1861 and Bryn Mawr College. By 1960s many schools for girls and women had come up because of the rise of gender movements which was against sexual discrimination. This lead to the passing of the federal Education Amendment prohibiting against the discrimination based on sexual orientation in 1972. The girls schools and school for women began to be funded by the federal government. Despite the equality of education to both boys and girls, women and men, discrimination on the basis of gender is further seen when in search of employment after graduation. Present Political Scenario

Indian Political Scenario India was declared a Sovereign free State in the year 1950, and, the patriots who had struggled for this event could, never have visulaised that, after fifty years of that great event, India would be in such a dilapidated political shape as it was, in the year 1998, till now. The year 1998 presented a spectacular change in the political scenario of the country by outsing the erstwhile century old single political party of the country, the Indian National Congress.This ouster is, on the one side an indication of the disgust people harbour for the party, and, on the other hand, it is indicative of the public’s estimation of the achievements of the party. The long spell of fifty years has brought this political party to such a low level of degradation, that, this reality could not be hidden from the electorate any further. This of course was a good symptom which showed that, the hitherto blind electorate had begun thinking and reflecting.This in turn mea nt that, the electorate had now come of age. However, the tragedy of this welcome turn of events was that, the electorate could not wisely turn out one single party to replace the Congress. This has led to an unprecedented and absolute mess in the political arena of the country. The Bhartiya Janta Party has come to power but, with clipped wings and tainted eyes. It came with so many partners in action that, there can never be a genuine consensus on anything or any point.Each party is, expects its own ‘pound of flesh’, and, in this effort, the very entity of the Government gets lost, and its functioning becomes problematic. No matter how much the B. J. P. may want to undo the evils of yesteryears but, it just can’t as, it has to wait for 18 nods (24 nods at preserved) and in this only, all matters get dissolved and lost. This, in turn brings out a blurred picture of the B. J. P. It is no wonder that strong steps just can not be taken in any sphere, when views diff er, targets are varied, and commitments unclear.Thus the present scenario of the Government is rather chaotic and pathetic with everyone, the partners, and the opposition ogling with their ugly eyes at the working of the B. J. P. looking for flaws in their fabric. Everyone, yes everyone seems to be intent upon dislodging the Government, which has given the country a little bit of a change from the monotony of the fifty years of Congress. It is wonderful that people when they vouchsafe that, Coalition has come to stay, but it means that, a mess deal has come to stay. It is rue that there are many countries where Coalition Governments are a reality but, then, why not in India? To these protagonists of Coalition Governments it is said that, Coalitions can work only among people with an understanding for each other, people who are interested in letting the Government work, and above all, among people who are disciplined and educated. But all these qualities essentials for an efficient C oalition are lacking among our Indian politicians, then how can a Government of this kind ever be expected to deliver the goods to the public.It is thus, out of all practicality for India to have a successful Coalition Government through, but still it exist. The various scenes at the Parliament and the State Assemblies show how very immature and childish our politician still is. The politician is not interested in any work but is always found to be using all his energies in how to defame the working party, how to pull the carpet from under the feet of the ruling party, and I dare to say that, yes, all his energies and time are continuously being used in these nefarious activities.Besides this, specially the Congress who has of governance for so long just can not imagine and adjust to the idea of being on the other side of the fence, and is so, busy trying to malign the Government. So, the position as it stands in 1998, till now after the latest election is that, the Opposition is al ways opposing, and the now 24 partners are looking for advantages only. With this situation, what can the ruling party be expected to do except just try to justify its actions and try to maintain the chair. Thus, the scene is of no more than confusion and no one is getting the time to do what they are meant to be doing.How can we expect politicians worse that street urchins, to sit in harmony and deliver the goods. If we keep on experimenting with Coalitions, the day is not far to seek when, India will be a body without a head for, we will not allow any head to function, as, heads there are many but, all without the qualities of heads and hearts. To – day, each politician has his own axe to grind so, we will be living in a ‘Fool’s Paradise’ if we except the modern politician to do anything worthwhile for the public which has gifted them this office of service and respect.The best Government for India, will be, at the present juncture a very strict dictator ship, provided the dictator is a man of the three Cs – caliber, character and conduct. The present politicians all, yes all, lack these qualities, of the three Cs. Thus if we can be concluded that, a dictatorship is not a viable proposition for India and it is not destined to work, as, for one, the country is too large, an alternative would be a healthy Bi-Party system. It is said ‘Healthy’, because, at present, only to contradict whatever the Government does, or puts up to them, is the work of the Opposition.It seems that our politicians are taking the meaning of the word opposition in its verbal sense, and they seem to feel that they just have to oppose, and that is all. This is a fractured attitude towards the Government, and a good Opposition can be effective only if it is friendly with the Government, and only brings to light what the Government might have missed. Discussions must be friendly, positive and result oriented rather than just destructive or nega tive. Only with such a healthy Opposition can there be a meaningful rapport between the Government and the Opposition.If this can be considered by the people who matter then, perhapse India may have a chance of getting out of the woods. The political scenario to-day is thus one of utter disgust and chaos bad behaviour with a blend of corruption is the summary of the present scene. With a singular motto displacing the Government, all the parties are working, and, if this continues for any more length of time, the law makers will have no face to make laws – as, they are the best and the maximum number of law breakers.As far as I can see, the 1998, till now political scenario is very dismal, and in its womb is hidden the ultimate collapse of the fabric of independent India. If the freedom fighters of the yesteryears were to see this unhappy scene, they would turn in their graves and wonder why they did so much for such an underserving people. In the last if one say Govt exists, it exists at least in India as the hung Government (of many nods) still continueing.

The Grapes of Wrath AP US History Paper essays The Grapes of Wrath is an eye-opening novel which deals with the struggle for survival of a migrant family of farmers in the western United States. The book opens with a narrative chapter describing Oklahoma, and the overall setting. It sets the mood of an area which has been ravished by harsh weather. (Steinbeck pg.3) Steinbeck, in a detailed fashion described the area in great detail. Not only was the area stricken by a drought and extreme temperatures, but to add to the difficulties, the families of the area were bombarded by high winds and dust storms which barraged their houses, crops, and moral. The idea was made clear, quite early, that the farming plains of Oklahoma were a cruel and difficu lt place for a family to make a successful living. The reader is first introduced to a character by the name of Tom Joad, a man who has been released early from the penitentiary on parole after serving four years of his seven year sentence. Tom, once released, begins the trip back home to his family on their forty acre farming estate. Tom, through the aid of a helpful truck driver, is given a ride to the general area of his house. It is interesting to see how Tom manages to hitch a ride with the truck driver, who under normal circumstances, would not have given any rides to hitch hikers, simply due to a sticker on his cab which reads "No Riders." Tom however, through cunning reasoning skills, is able to get what he needs. "Can you give me a lift mister," said Tom. This scene begins in quite a calm descriptive way in which it features just descriptions of people entering the room. Orwell does this to set the scene for the 2 Minutes hate also it is calmly described lulling the audience. This gives the point where the language more tenacity to the reader as they are relaxed. Then suddenly everything gets very dramatic. Firstly it says Uncontrollable exclamations of rage showing that things are getting very dramatic in this room illustrating the hate. The uncontrolled nature of the rage of the people gives the scene more drama as it shows the hatred of Goldstein as very strong. This effectively shows the reader how much the people of this world are indoctrinated through the language of hate. Orwell then goes on to describe Goldstein as an object of hatred more constant than either Eurasia or Eastasia. This shows that in Oceania Goldstein is a great figure of hate even stronger than their enemies in war. This statement gives the 2 minutes hate more affect because the reader is wondering why so many people can carry such hatred for one man. At this point the scene is very dramatic with hatred building up through the language of hate. Interestingly Orwell takes this scene in a different direction bringing in irony. Saying the irony is Goldstein is torn apart ideologically everyday and yet he still retains influence. In some ways this makes Goldstein stronger giving him publicity. This irony makes the reader thing and this brings the language of hate in a different direction because it deals with the issue of scape goating. Then Orwell builds up the scene intensely having the hate rise up. Then he helps the scene and the language of hate. He gets his characters into dramatic situations he has people running around the place destroying things and chairs being thrown. The descriptive nature of this makes the scene very dramatic it illustrates the hate of the people of this world. Then Orwell brings in the character of OBrien the first inclusion of him showing him flustered and quivering and getting involved this shows OBrien in a strange light. Showing OBrien as uncomfortable in this situation. Then he brings in the insults brought in by the characters Swine! Swine! Swine! showing a young woman yelling these insults. Orwell gives this scene effect through this as he shows someone not expected to be strong being the most notable hater in this scene. This language of hate gives the scene more effect. This scene is given the most effect when Orwell describes the worse thing about the 2 minutes hate. It is not having to be there but finding you are impossibly drawn into the action of the event. This increases the terror it shows the reader how much someone can be indoctrinated and influenced. Then Orwell brings the 2 minutes hate to its height by using words like vindictiveness, a desire to kill, to torture, to smash faces in. This description of hate brings across the dramatic nature of the scene. Then Orwell finishes this scene having the capital letter slogans of Big brother appearing WAR IS PEACE, FREEDOM IS SLAVERY, IGNORANCE IS STRENGTH these strike out at the reader bringing the scene to a climax showing the reason why the two minutes hate has such influence.

She perceived that she was always under attack in her life. Shipley and Arrigo (1994) state that Wuornos was raised by her maternal grandparents because she was abandoned by her mother as a baby. According to several other accounts, including MacLeod (2008) and Osborn (2009), she and her brother were abandoned when Aileen was three or four years old because her mother could not handle the noise that the children made. Her father was a convicted child molester and killed himself while in prison; Aileen never had contact with him. By the age of 14, Aileen was pregnant with someone's child. Although the father was never revealed, she said it was her brother at one point, or someone she called "An Elvis Presley look-a-like" (Shipley and Arrigo, p. ix). Her grandparents sent her to unwe d mothers home where she had the baby and then gave it up for adoption; the baby was adopted by another family. Aileen's life with her grandparents consisted of physical abuse by her grandmother who was also an alcoholic. Aileen was never told that she was being raised by her grandparents but she found out at age 12 (MacLeod, Chapter 2).

Therefore, the content of the statute will be considered in relation to other enacting words used in the statute, which will serve to indicate the purpose of the legislation in question, so that if interpretation of one section appears absurd in connection with other sections, it will not hold good. This is referred to as the rule of noscitur a sociis, according to which the words that make up a statute are to be interpreted in the light of the context within which they appear, or where the meaning of the words will be known by its associated words2. For example, according to Stamp J, â€Å"English words derive color from those which surround them. Sentences are not mere collections of words to be taken out of the sentence, defined separately†¦.†3 A sentence from a statute cannot be interpreted in isolation, but must be interpreted taking into account the general context or the Ejusdem Generis – material belonging to the same genus.4 Such an intrinsic interpretation of a statute was taken up in the case of People (Attorney general) v Kennedy.5 In this instance, the statute that required interpretation was Section 79 of the Courts of Justice Act of 1924. This provision allowed for a right to appeal without spelling out any specific limitations on who could actually bring such an appeal. Therefore, taken out of context and interpreted independently, this would have implied that a range of persons could bring an appeal.
